Why is a Private Company taking over the role of the Sheriff department in HARDIN, Montana?

They are not taking over anything but an empty building. Some time ago Hardin decided to build a prison with the idea of accepting inmates from other states. The plan did not work and the county was stuck with this large, empty building. The company wants to take over the facility and, through their contacts and contracts, begin bringing in these out of state prisoners. In addition, the company wants to build a state of the art training center for their other security operations. The company implies it is like the old Blackwater Security company that sends its people all over the world to hots spots. Frankly, I am quite skeptical about the company. I do not believe their press releases.

This smells very fishy to me. Did a search to find this answer because I got an email about the town council voting to dis-ban the sheriff department and let this american police group take over.
They do have a large newly constructed prison there that evidently has been empty for two years since it was completed. They evidently built it to house prisoners under contract from other places, because it would boost the local economy. So far it appears it has only been a drag on the economy.
If I were writing a book and setting up a scenario for the fleshing out of a weird conspiracy theory, I don’t think I could come up with a better story line to start it all off. What could a shadow government do with an empty state of the art prison building? Let your imagination run wild on that one.
