contact the local library and ask for the reference department. They will usually be able to find all public info which may lead to other persons who can help – like relatives or police assigned to the case.

Have you tried doing a search in yahoo or Google using search string “inyo county” +murder +1980 ?
Other things would be if you are in that county, go to the library and look through their newspaper archives.
You might also find something through the county court house records or police records depending on how much of it is public.
