    That they are entitled to enforce the law over all without interference from the King

    I believe it means that the sheriffs, constables … police force … do not have to honor the decrees or orders from the king.

    So if King X says to the Sheriff of Y, “Go arrest this man,” then Sheriff of Y has the right to tell King X to shove it.
