Can I park a U-Haul truck on the street with the ramp down in a legal-parking zone?

(Los Angeles) I was moving out the other day and I had a U-Haul truck with the ramp down parked parallel to the curb where I am legally allowed to park. An SUV pulls up behind and runs over the ramp. I confront the person who says I’m not allowed to park in “two-spaces” even though there’s no lines and the street was empty. He then proceeds to flash me a (sheriffs? six triangle badge in its own leather wallet with the badge mark embossed on the leather) even though he’s in civilian clothing.

Is there any validity to what he’s saying or is he just abusing power? Is he a real cop/sheriff? Lastly, even if he was, could he do this in civilian clothing in a non-government SUV? He said he was just there to pick up a friend.

What should I do after the Monroe County park worker refused to show his ID?

You won’t believe this…but let me tell this quick story:
I and my gal were enjoying the relaxation at the pond side, next to the boat ramp at Mendon Park (in upstate NY), where I parked my SUV on the grass side. There are no signs about the specific parking rules. Recently (around 4pm today), the bald guy with full tattoos on his arms, who wears black T-shirt and jean told me to move my SUV off the grass and on the “gravel parking lot”. Since he looks so scary and so unprofessional, I asked him to show his ID, as I have the right to know who he is due to his redneck-like appearance. He said to look at his “beat-up” truck with the “Monroe County” Park label on the exterior door. I told him it is not considered as a valid ID. I asked him again for his ID, which he refused. Then, he called the sheriff.
Thanks to him, I got a ticket from sheriff for not wearing a hearing aid while driving my vehicle. (it will be dismissed)
I think I know the answers, but I would like to hear from you.
